Champion Level Progress Popup

What decides when both players see that popup next to the decks of a champion progressing levels? When you add mushrooms or cast spells, teemo and ezreal will pop up and show both players the progress. Sounds good, more information the better.

But why does it not pop up for champions like Vladimir? What's the difference that decides it?

We have a bug for vlad’s Champ Ding being busted. I hope to have it fixed in the next 2 patches. Good eyes, I was hoping no one was going notice!
