Question regarding block/attack.

Sometimes when a blocking unit dies or gets recalled during battle, a blue "spot" remains and the attacker cannot attack the nexus. But I noticed that these blue spots do not always appear, and the attack goes through. What is the mechanism behind this interaction? When does the attack go through and when does it not? A clarification would be much appreciated.
