Is this replacing the lightning bolt for magic fests for the rest of the year?

The Sol Ring promo will only be available through Commander events at MagicFests.

The Lightning Bolt promo card will still be used as normal through the rest of 2019. #wotcstaff

Is it only going to be available at MF Vegas though?

The Sol Ring promo will debut at MagicFest Las Vegas. It will be available through Commander events at MagicFests throughout the year, and at select conventions in 2020. #wotcstaff
