There's a chance WC will be played on PTR build?

Address the fact that Live Mercy is boring to watch and make long fights

Spectator improvement + 600 skin aren't in the Live build

Team doesn't need to have high scrim time on that because Ana is fundamentally the same and Mercy same but it got a res nerf

Hey there, these new mercy changes are currently part of our 1.17 testing. World Cup will be played on the 1.16 balance patch.
