Mercy Resurrect Bug [Console]

I was playing some ranked with Mercy last night. My rez was on CD and I used my Valkyrie to gain another charge and rez my teammate. After using my ult my rez icon showed 1 rez available, but I couldn't rez my teammate. I couldn't see their yellow rez icon, but I could fly to them and see their re spawn counter filling up. This bug happened about 5 times over the course of 3 games.

If my rez wasn't on CD when I popped Valkyrie, it worked fine and I could rez two teammates as intended.

Is this happening to anyone else?
