We have plans for a dedicated non-thread tier list =D
I really want to be able to show people how cards move over time from different rankings, and of course, talking about them is important too. Stats get a bit harder since we aren't collecting anything, but it's possible we can work with another community to achieve this, at least early on.
I believe sticky threads is a feature in progress and has been discussed but not implemented yet and I believe that legendary and epic tier crafting guides are in the works too. I like your idea of having data to back up the crafting tier guide and it would be neat to link to example decks using those cards. You could always offer to contribute to the posts when they come online.
Would be so cool if there was a tool like that, that (in the future, when a collection tracker is implemented) litterally suggest you the best way to optimize your collection, in a meta-based way.

But among the things that you plan to do, i did not see the Legendary crafitng tier list sticky post, and that's a bummer for me.
I think would be useful, and should be improved as a single page on the main menu with a lot of content more (statistic, grading, main interaction in standard or wild...)
How many decks -among each tier- use that legendary?
How the users scored it? Will it be useful in the future?
