You don't need to know the code it's just common sense. If they make a target 1 card they can make a target 2.
The reason is probably as simple as they didn't want to.
As long as beast druid is good this will be amazing.
This is just a decent card to me by itself.
I'm sure there is a synergy with this yet to be revealed.

This will be good in Beast Druid obviously if Beast druid turns out to be good. It has nature synergy so that's a plus.
So there will be synergies with summoning beast.
Guessing there will be a card that says whenever you summon a beast give it +1/2 or +2/2
If you can't turn this into a deal 4 it's terrible. I'm sure there were will be some card that allows you to do so aside from secret passage and shadowstep that gets revealed.

He will definitely be in this set I doubt they would show him in the art for no reason.
So they are going with a murloc archetype for Shaman again.
Hopefully we get Finja as a neutral or shaman legendary then. He is teased in the art and they are calling back to old legendaries like Kazakus so …
