Hopefully we get Finja as a neutral or shaman legendary then. He is teased in the art and they are calling back to old legendaries like Kazakus so I'm guessing he has to be in this set.

You don't need to know the code it's just common sense. If they make a target 1 card they can make a target 2.
The reason is probably as simple as they didn't want to.

This will be good in Beast Druid obviously if Beast druid turns out to be good. It has nature synergy so that's a plus.
So there will be synergies with summoning beast.
Guessing there will be a card that says whenever you summon a beast give it +1/2 or +2/2
