In Youtube videos of streamers Phase one have all things unlocked. No "secret" things.
Also the same is on their own Official Site - on roadmap with 3 phases some are locked in Phase 1.

The locked ones are "New Class: Demon Hunter" and "Free Demon Hunter Deck"

It looks just like the new Darkmoon Faire Card Back, it makes sense.
Green is ashes of outland (+ Black temple adventure?)
Purple could be netherstorm or tempest keep (makes sense since we are in the year of phoenix now)
and Yellow, I agree with you, Quel'danas Isle + sunwell plateau
Only one adventure and it'S in Phase 1. Kind of interesting and also means less expensive expansions (hopefully)
Some of those :spell locked" slots could still be some sort of solo content. But yeah, hopefully cheaper despite more cards per set now... At least I assume there will be more than 135 anyway with the new class. Duplicate protection helps with that some.

I can't stream at the moment. What does 'Spell Locked' mean?
It means they don't know what it is, which means those COULD be the Adventure for those phases.
More likely it's something they aren"t ready to reveal. The first time we saw the image the first green one was locked. Now it say Demon Hunter class there.
