The Getting Started Achievement says to fill out your profile - This, I have done. However the Achievement is not complete. Am I doing something wrong or is there an issue with this Achievement?

There is an issue with this achievement, still. It's not on your end.
The team is aware of it and are working on it. I don't think there's an ETA yet, though.
^What he said. Currently the part "create an account" of the achievement is not being registered properly, once this issue is fixed, you should get the achievement.
