I wont say 100% better then Sivir Akshan because Demacia is a very good region.

I will say that this is way better then Ash used to be, because you can turbo her so hard.

Yep for sure, LOR is becoming a game where brewing is very difficult proposition.
There's a lot of tech choices and ratio decisions so usually I just assume people will figure out what works for them :)

I'll give this a whirl, I think! Very cool combination of ways to get Ashe leveled.
Just one suggestion - probably the Flash Freeze should be Three Sisters instead, for the flexibility.
