This is crazy strong and proably will boost many aggro decks by a lot (if shurima can support aggro well enough) . Leveling champions like Lulu Taric Draven Riven Kalistaetc is really easy and now very deadly with this card...
This looks strong to me but I doubt that it will see play in aggro since you need to level up a champion first, looks better suited for mid-range decks. I guess we just have to wait and see.
Assuming that a champion level in in deck counts, wouldn't a Shurima Lulu deck with this be amazing? With all the support cards you can consistently level up Lulu in the first few rounds (and Ionia has some swarm cards).
