It's not like bandle city would care about discarding so it's essentially a 4 mana grant all units +1/+1 at focus speed.
I don't think this is good enough
A Focus-speed Bannerman, minus the Bannerman's body and the allegiance requirement. Not terrible, but probably not good enough to see competitive play. 2/5
The effect is good, but 4 mana and a discard looks too expansive to me, especially since you can't use it reactively.
