You can get matched against some players that have pool 3 cards already depending on how close you are to it. Part of the matchmaking takes into account your current collection level and applies a range around it (which can pull in people with one or two pool 3 cards easily enough)
I personally stayed at the top end of pool 2 for awhile and probably every 3rd game or so I would see a pool 3 card.
Why does the game hate you for Iceman being your last card? He's not exactly a top notch staple in ... like ... any deck that I know of.
Aside from the "Hate Pile" decks that dominate pool 3.
I was already seeing an occasional Pool 3 card even when at low levels of CL 400+, and it actually hasn't been that scary at 500 CL and above ever since. Most opponents I face hardly seem to have many Series 3 cards at their disposal, either.
Because I've wanted iceman for a while. I like both the character and the effect.
