Ezreal Rework Idea
Riot has stated that they are looking at potential changes to Ezreal, since he tends to be a very uninteractive finisher. My proposed change to him would be to keep his stats and level one form but change his leveled up text to:
"Nexus Strike: Create a Mystic Shot in hand. Whenever you cast a Spell that isn't Fleeting, create a Fleeting Mystic Shot in hand. It costs 1"
This way, the damage that Ezreal generates from you casting Spells is at Fast Speed instead of burst speed. Also, because the Ezreal player has to spend mana to cast the mystic shots, the win condition is much slower. The mystic shots being able to hit units also makes Ezreal able to be used as a control tool as well as a finisher, which opens up more ways for him to be played.

The main issue I see with this change is the potential for it to make Ezreal better with Karma, but even in that case I think this version is still a little worse. Also, the “it costs 1” text might need to be removed if Ezreal would still be too good.
The mystic shots should all cost 2, it would make the card better overall and less combo finisher..
It should add a text" whenever you cast a none fleeting spell or nexus strike, add a fleeting mystic shot to your hand" (probably with better wording/keywording).
Edit: no.. actually I agree.. you know what the spells are something you pay mana for as well so might as well, I agree seems logical.. at least you can heal in between, and it's more mana gated.
Yeah, even "Whenever you cast a non-fleeting spell, create a fleeting Mystic Shot" would be a less toxic and about-balanced level-2 effect. As he currently stands, he is just a finisher and because people don't play him until he's leveled, his Nexus-strike ability rarely gets used - an indicator of bad design.
