You got the "huge male underwater" hint right, just missed him, give another try. :) By now, you may guessed his region, and his art on the card might be deceptive about "water related".
I wonder if there was an Arena balancing consideration, since beasts are super common there due to them being a sizable chunk of the decent neutral cards. I wouldn't be at all surprised if they designed the card for the memes more than any actual constructed use, then had to tone it down for Arena.
You're right, but a 2/3 for 2 with beast synergy would be a cost you can afford to pay for a tech card, while a 2/3 for 3 is something you will never run because the times when it doesn't have a target are just too painful. It has pirate synergy sure but all the pirate decks are too high tempo to play a card that is this awful unless beasts are in literally every deck they face.
Love that this is Pirates getting revenge on Golakka Crawler. The OCD part of me wishes all cards like these were a type of crab though, to keep the theme of them eating (minion type) and gaining stats.
Warlock usually deals damage to itself in small increments. Looks good for Questline Warlock, but probably better sticking to what's already in the lineup.
The macaws are basically repeat cards and Golakka Glutton is basically its counter. Because if Sunwing Squawker follows from a Blessing of Authority or Libram of Wisdom Im pretty sure that's just advantage paladin without some sort of quick counter. That said, Im pretty sure the glutton wouldn't actually see much play unless there's a huge very important beast ahead in the reveals.
For what its worth at least the glutton does immediately removes Moonfang, which is a definite plus in some decks.
As for those stuff that improves after trading; that's a little harder to justify, because trading it is precisely the thing you'd do if you don't need it. Doing so just to upgrade the them with no guarantee of getting them back is a hard sell.
This suffers from the same thing Rafaam's Scheme suffered from. It's limited by board space, and so has a max value. That said, it is still a 1-mana draw 1 and could see play in fringe cases.

This feels slow, and very specific as the warrior needs to attack for it to trigger. Not a fan of this one, but it's a Pirate and so might see play.
