Darkglare Warlock has enough self-damage already that they don't need to dig so deep to include this, and I can't imagine any other deck wanting to run it.
No terrible but it needs support from either a trade or another spell so it can target what you need, just dealing 4 and not removing anything significant and gaining 4 does not seem good.
