As it stands, the word 'play' and not 'summon' is the crucial decider here. And unfortunately, like so many other murlocs, the best part of this card is that its a 2/3 murloc for 2. The description is a bonus, a good bonus mind you, but a murloc deck rarely has the luxury of keeping cards in their hand, so if the only option is to slam this on 2, then on 2 it goes then.
Since Underbelly Angler would be rotating, shaman needs more murloc reloads for this card to ever shine more than a penny's worth.
Most of the 'ranked' cards provide an interesting choice to players: play or hold? Not so much with this card though: you may want to hold it til rank 2, but rank 3 doesn't seem good enough. Maybe increase the cost reduction to 4 instead?
I mean there was a similar card called Warbot in GvG which was never played. This is strictly better but I am not sure it will see play. Warrior 1 mana 1/3-s had to be crazy busted to be played, this is allright, but not busted. And with Risky Skipper rotating, the enrage style tempo warrior decks might struggle a lot
1-mana 1/3s typically see lots of play, even when they are vanilla (Dire Mole was played in plenty of decks that didn't care it was a Beast.) This will likely see play in just about every Warrior deck for the next two years. 4-stars.
As a big fan of murlocs and playing them every expansions, I can say that a 2/3 for 2 is a great addition for murlocs and will be auto include. That say, the effect is not insane if murloc is still an aggro thing. I always win/lose my games at 7 mana. This card might be a finisher especially if we run the murloc for 0 manas. It can also damage taunt minions that are in our way. BUT the real use for me will be against another aggro deck. You play it and destroy the opponent minions by doing 2 or 3 damage to all the board.
There also is a small possibility that murlocs become a tempo deck, it was already the case in paladin with the dragon package. We'll have to wait but, when blizzard does add a murloc synergy in one class they also add about 2 neutrals murlocs. They also 90% of the time add a murloc with the expansion keyword so I'm looking forward for the frenezy murloc !
I'm just going to point out that Warbot, which is basically the same card with a mech tribe but no chance to get more than 1 attack, wasn't ever played competitively.
That doesn't mean Warsong Envoy won't be played, but it's definitely not a sure thing. I think part of the reason is that both cards only have upside when they lose health, so they aren't as sticky as you normally expect 1/3s to be.

Seem like a solid minion, although the frenzy won't often result in more than 2 or 3 attack (at least in the early game)
New Warlock Minion - Blood Shard Bristleback
This is basically Omega Devastator, which saw play in control decks quite a lot. Deals less damage but heals you, which is great in Warlock.
New Neutral Minion - Venomous Scorpid
