It might have been solved since the combination of area damage and life per hit doesn't make stuff lag as much these days in solo play. But the set was horrible to play at that period when it was the goto set for crusaders due to the amount of hammers + AD / Lph.
Anyhow do you know if people are considering any changes etc to said set? I've written a couple of things about the shield and what could be changed to make it useful (hint: it's actually quite simple)

Yeah I just got flashbacks from playing that set in s3. Small things that could actually make it playable again though it would probably still lag too much.
There have been quite a lot of game optimizations made to the game since Season 3. Unless you're experiencing hardware oriented lag? Hard to say since I don't know your exact situation/experience!
Are we talking about different carriers here? I would have thought a build with that name would have been based around Phalanx summons. You know, the whole interceptors, the whole thing carriers actually use and are based around in Starcraft?
Mothership may have been slightly more appropriate. I'll be the first to admit that I'm not as knowledgeable about StarCraft. It's definitely my weakest Blizzard game knowledge (as I am god-awful at anything RTS related).
That heaven's fury spell along with justice looks so out if place in that build that it hurts.
It's most certainly there for the flavor of Plasma cannons blasting down from above. Certainly not a "meta" or optimized choice, but that just begets the whole conversation as to what Play Your Way is about. :)
