Just to clear up any concerns, this is definitely not intended and something we're addressing in the first PTR patch. A few changes are coming to Heart of Iron, Iron Skin, and Iron Maiden that should help correct the behavior we're currently seeing on PTR.
I won't get into the specifics here, but keep an eye on our Patch Notes when they update for more information. :)
