I love Lightning Meteor builds... I have one that uses Aether Walker and Lightning Meteors for T13 and bounties - no Ingeom or CDR required. Cratic has a video guide for this, and if you're undergeared (like me) you can drop Sage's and just use other items (like Convention, Orb of Infinite Depth, Avarice Band, Nemesis, etc).
For the 'normal' Tal Channel/Meteor build I use Lightning Meteor instead of Meteor Storm when doing all but the hardest GRs, because I like the 'snappy' response and easier ability to focus elites.
If you specifically meant "I want to use Manald Heal" then lots of the other comments here are very helpful. Good luck! =)
