What time?

5PM local to each region, just like previous Seasons. :)

When they mentioned they might tweak things from then (like 1-2 days ago) to S19, i was hopeful for the barb. Guess nothing was tweaked. RIP my barb friends.

We're still talking about it. I'll probably have an update to share in the next couple of days. <3

I assume that local for America means PST? So 8pm EST?

Correct. Pacific for NA, KST for Asia, and CET for Europe.
