Patches often times will include a lot of changes that have to be hard-patched in; things that require changes to strings, for instance, because localization needs strings to be finalized for processing in as much advance as possible.
We do have some additional hotfixes coming, because numbers tuning can always be addressed via hotfixes. In other words, just because this patch seems light doesn't mean we're done tweaking things. :)
