I really think Blizzard should keep giving a pack at each Brawl

It is like a small gesture by Blizzard to players and it doesn't give a harm to their business much I assume. It has also an incentive for playing Tavern Brawl. Some people wouldn't even try the week's Brawl if there is no benefit to play it. With a pack at least they taste it and maybe like it and play more.

That's the impression I got so far. I hope Blizzard doesn't remove pack reward after a few Brawl as they said at the beginning.

If they ever take away new pack I think new players are so fucked, I have spent ~100 Euro on HS already, because I just think gold gains are trash and want to play a fun game and I have only ~5,4 average arena wins but that is still a lot better than new players will achieve in the arena.

5.4 is very, very good.
