u/CM_Daxxarri since you seem to be active atm i'll adress you, if anyone else can answer i'll be happy aswell but will the upcoming sale on ungoro packs follow the not-yet-implemented rule on legendaries? Or can i buy the bundle and wait for the rule to be set in motion?
This info will probably highly skew people into buying/not buying depending on the answer.
You can buy bundles during the sale, and if you delay opening the packs until the new expansion arrives, they'll benefit from the new system.
Oh, so it means in theory, it might be better to keep a bad legendary instead of disenchant it because you can reopen it again later?

For maximum efficiency, you could make that argument. This could lead to more players experimenting with less popular Legendary cards, which I think would be cool.
For some players it will always be more important to get the specific Legendary that they want to use right away, rather than try to pull it from a pack later. In that case, it still makes sense to dust Legendary cards you don't plan to use.
No one opens packs to try and get their desired golden legendary. Your chances of even getting a golden legendary are incredibly low, let alone the chance you get the one you want.
I feel like it's important to emphasize this. Sure, it's possible on incredibly rare occasions to get extremely lucky and pull the exact golden Legendary you want, but the vast majority of the time, if you want a particular golden Legendary you'd need to craft it.
That said, pulling any golden Legendary still means you get to craft whichever non-golden Legendary you want.
