Did you consider starting the second sentence with "Then" for clarity?
"Draw a card. Then, if you're holding a dragon, gain an empty Mana crystal."
We did consider that, but one of the things we strive for when we do card templates is try to simplify the text as much as possible so that you get what the card is doing in the majority case on first ride. We often refer to it as the "parsability" of the card. It won't always cover all edge cases, but it's important that when you first read a card, you aren't stumbling over all kinds of exceptions and call outs for the weird edge cases that you might encounter while playing the card more. For this specific case adding "Then" to the card would push it to 4 lines of text and shrink it as well so it would make the card much more unwieldy to read the first time, and for the case you that you play the card and this interaction happens you might go "Oh! I didn't expect that, but that's cool that it worked that way". In general, when the outcome is unexpected and would be bad for the person playing the card we tend to be more explicit in the template to add additional warning signs of "Hey! If you do this, something bad might happen!". We consider tons of things as we work on card templates, but the most important for me is that people get what the card is supposed to do as much as possible when they first read it.
