I’ve seen a few posts now about whether the team balances based on top players versus others and I wanted to share my thoughts on it. I’m not on the balance team so that seems safe.

The answer, of course, is that the team can, should, and does take both into account. They’re usually not directly at odds, where doing one would hurt the other group, so this usually isn’t a problem at all, it’s just a matter of considering both perspectives.

The top player perspective is important because it is closer to the “true” values of the decks, making it often predictive of lower levels as decklists and game knowledge trickles down.

Top player perspective is also generally very influential on player sentiment, even on the lower levels, since that’s where the streamers and esports take place. Sentiment often drives changes as much or more than power does.

Lower level player perspective is important because that’s where the vast majority of the actual players are, and you want your playerbase happy. Also, lower level players have less attachment so I assume they are more likely to just leave if they’re unhappy.

So you include both. You know there’s a lot of overlap because higher-level stuff often trickles to lower level, and you know there are also some harmless changes where issues in one section basically don’t affect the other.

It only really gets tough in the rare case where they directly conflict with each other. There’s no hard and fast rule there, I’d guess: just weigh the pros and cons of the specific situation and make the best choice you can. FWIW, I don’t think we’re in this situation now.
