He's not a dev. He's a concept artist. He draws pictures. It's not a technical role. He is very talented and good at what he does, but it's not like it's some unique skill to do concept art on HOTS that wouldn't immediately let him transition to any game of any genre whether it was HOTS, LOL, or Fortnite.
While use the term "game dev" is generally broad and used for all sorts of things dependent on where you work, concept artists are very valuable assets that help inspire the rest of the art and design team. Whenever you start a project involving a lot of people, having a game plan and unified vision critical, and the fantasy is usually spearheaded by concepts artists (with input from the rest of the team).
I'm happy for Oscar and wish him the best of luck in his endeavors, he's truly bad ass and we'll miss him. Luckily, we have a wealth of amazingly talented people on Heroes and at Blizzard to continue to inspire the rest of the development team so we can keep making awesome stuff.
