That picture was based on dream Azmodan from a cutscene, who was a lot larger than physical body Azmodan. It also included a version of Tychus's Odin far bigger than in either cutscene or gameplay.
Yup! Azmodan is also much larger when you fight him in D3 too. Either way, He's a big guy :)

Size in the nexus is like a king using his foot as a unit of measurement. It's inconsistent with multiple realities. A long while ago, someone created an infographic where it showed the actual sizes of each of the heroes in Heroes of the Storm. Azmodan was the largest. Siege tank was pretty big. Muradan and Chromie were super small in comparison. The size in Heroes serves game play not reality.
