Is that the same for nukes on Warhead Junction?
Nukes are 1.5s cast time. Their tooltips will be updated in an upcoming patch!
This raises an important question: Is the bonus damage based on health at start of cast, mid-cast, or time of impact? Also: Blizz devs: pls list the cast times/delays in ability descriptions (like for Chromie) -- makes adjusting to new skill shots so much easier!

It is at the end of the cast! (When the missile leaves Zul'jin's hands)
Also it's a 0.5 cast time. That should be in the tooltip, I'm committing a fix for that now. Sorry!
