Totally. The fix we have coming is for how animations in general and the turn timer work together. We’ve been trying to hit all the overall animations and moments first before we get too card specific. That said when something’s really bad we’ll get to faster (cough Teemo! cough)

Just wanted to comment that the fix should be universal - this can happen with champs other than Hecarim. (I've experienced it with complicated Draven combats).
It's not so much a problem with specific animations but with the timer starting before animations finish.
You probably know this but it doesn't hurt to bring it up. I've only seen people talking about it in context with Hecarim.
