Could you create a token of a legendary creature you have, while also returning it to your hand?
That works. Target legality is checked as the spell begins to resolve, but is not checked again in between modes being performed. You don't have "a mode resolving" or "a part resolving," you have a whole spell resolving one step at a time. Source: I write the rules.

Yup! Supplant Form does the same thing.

Spells only fizzle if every one of their targets are illegal, but yeah, it does feel weird. I don't blame anyone for getting the answer wrong.
