New PTR change - Doomfist slam cooldown fixed, height restriction is now more lenient

I just hopped into the PTR to test, but so far it seems like he can use his E to get onto ledges that are about at head-level. Previously, you could only get onto a ledge that was fully below your feet.

I think it was /u/billwarnecke who said that they can't disable heroes like that in comp mode. As in, the program/code is not in the system.

Doomfist will be disabled in competitive play for the first week. We'd like to be able to do this for new maps as well, but that requires some additional tech that's not available yet.
