Heirlooms ruin low level pvp, potentially discouraging new players

So I just recently started playing WoW again and I felt like playing a round of warsong gulch on my level 23 horde paladin and the entire alliance team except for one rogue had heirloom gear. The horde side had 1 or 2 players decked in heirloom and as a result we got thrashed 3-0. Me, a warlock and a priest (all without heirlooms) teamed up to try and get their flag but we couldn't even scrape a tick of health off the people defending, and I also noticed that one of their defenders was turning around with his keyboard and probably clicking his skills so it's not like they're super skilled or anything.

This concerns me because a lot of new players must be being put off the game by how unfair it is at this level. Blizzard said themselves that heirlooms would be the equivalent to blue gear of that level but that's simply not the case as the scaling goes way off the charts.

Dunno why Blizzard bothered to remove twinking in the first place if they just added OP heirlooms to replace it... /rant

    It actually is equivalent to blue gear of that level

    The problem is, while leveling, nobody ever actually has a full set of blue gear for their level.
