It seems that leaving 2 empty quest slots is sort of workaround.
Thank you ripcord, I saw the posts, it seems it really affected those people, who kept two quests. Those who had none or one quest, did get a new one. There´s a reply on reddit from Blizz support:
Did you try to reroll one of your quests? Sometimes it bugs out and when you reroll a quest it fixes the problem. Otherwise i suppose contact Blizzard support and report the issue.

I haven´t seen a thread about this yet, so I wonder, if anyone else has this issue. Three days ago I had 3 daily quests, completed one to get the legendary quest for 3 packs, which I´ve completed as well at the same day. So I was left with two quests in my log. Yesterday I logged in, but no new quest popped in, I had the same two quests like the day before. I tried to log in and out during the day, but no new quest appeared. And today the same - still the same two quests I had before.
Anyone else is having this problem? Should I contact someone or just wait? I hate to lose 2 quests for nothing :(

My first one was Hunter way back in 2015, then Warlock in 2016, Druid in 2017, Mage in 2018 and now I´m very close with Paladin.. So I guess with this pattern my last golden will be Shaman in 2023 XD
This is my number one so far, as much as I loved Fandral Staghelm , I´m so happy they´ve brought Choose one combination again. Hope to see more Choose one cards in the future :)
Okay, Ive just checked - Ive opened 12 golden legendaries (playing from season 1). Not including crafted or from bundles/free ones. I dont know the odds so I guess Im lucky then?
Well, here my nick is Alleria, which I think is quite obvious that I like that character a lot :)
But my all time gamer name is very strange, mostly its origin. It was a long time ago my brother convinced me to play Diablo, so I had to choose my nickname. I never played such game, so I typed the first thing that came to my mind, thinking it doesnt really matter, because I didnt plan to play it that much. So little I knew :) My nickname is Ipik, and it comes from my school days, when we had to go to the hospital for practice. There was an old russian machine with huge letters IPIK on it, it was so loud and made so many different noises so we students had a good laugh about it. Everyday we asked: "How´s Ipik today?" and it became our "mascot" :P So I stuck to it :)

Yeah, I´ve asked a few friends, and some did get their quests, and some didn´t like me. Weird..
