Maybe Quest Handlock will be good. This is comparable to Reno’s effect if your hand is full and you have no minions, just without the body, half the price, and different conditions.
This is a great tempo play for most decks, whether transforming a token or upgrading a lower health minion, or just a minion that already attacked. Quest Shaman will love this when it allows Shudderwock to make copies of itself.

Non-Dragon minions in a dragon deck need to have a more reliable effect than this to be worth it, imo.

Azure Drake, but generally more useful. That said, facing this might be less frightening because Spell Damage makes a minion a high priority target.

I want more cards to tech against OP HPs, but I want them to be worth playing. This just isn’t powerful enough.

Galakrond Rogue and Warlock will also regularly make tokens.
But Tess Greymane “plays” cards without getting their battlecries. People are assuming this works the same way.

The usefulness of this in Cyclone Mage or Secret Paladin is obvious, but I have a hunch this will see play in some other classes.
