Legends of Runeterra's Content Design Lead has confirmed on Twitter that the Celestial cards you'll see are not completely random.
- Units will be seen more than Spells.
- High-cost cards are less frequently seen.
Quote From Shawn Main Oof. Someone gave you outdated information. Celestials have an individual weighting, but it's not so extreme. Generally, units are a little more frequent than spells and high cost cards are a little less frequent. At the extreme, some celestials are 2x as likely as some others.

This seems pretty unintuitive. And I know I'm kind of a broken record here, but this feels like a way to push off balancing these cards until after the content is released. Dropping 24 super powerful, non-collectible cards that only one region gets to access is a balance risk from the start, and this feels like the most confusing way to tamp down on that risk.
It's a good lever on the mechanic.. is a celestial card too oppressive? lower it's appearance rate.
is a card decent but sees no play whatsoever? make it's appearance rate higher..
wonder which cards are rarer than others..
Going by what he said in the tweet, the snake is probably the most common, and "Living Legends" is probably half as frequent as that, with everything else being in between at a more-or-less steady progression up the mana curve.
It won't take a huge sample size to work out the exact numbers once we've started using the cards, and I'm sure there are people planning to do exactly that.
This is sort of weird, I hope that they update the in game definition of the invoke keyword to at least mention that it's not random. I think that this is pretty good overall though, since it gives players more viable options for what to choose from Invoke.
I would want them to be open about the numbers but I couldn't care less whether or not they explicitly state that it is weighted in the keyword as most card games have a similar mechanic that isn't explicitly stated
I would be very surprised to see the in-game keyword mention the weighting. That just brings up more questions than it answers, not a good look for a tooltip.
Yeah I get that, but at least it would cause players to look it up
I dunno, seems like the people who actually care enough to go that far were already going to look up a list of all the Celestial cards in the pool, and most sources for that kind of information are going to mention the weighting -- or even have the weight of each card listed (once we figure that out).
