Runeterra's Live Design Lead, Steve Rubin, has announced changes will be coming to Bilgewater around Patch 1.14. The announcement comes from community discussion on Riptide Rex and how Steve doesn't believe that Rex is the problem.
Which cards from Bilgewater would you like to see toned down?
Quote From Steve Rubin Players comment often around the desire for Riptide Rex nerfs and some have messaged me to delete Rex from the game. The power of Bilge that is out of line isn't necessarily Rex, but in my eyes it's ability to consistently and repeatedly board clear and punish unit development.
Potential Rex changes are also not easy. Cost is not an option for maintaining usability. Reducing Cannon's will result in more RNG outcomes.
He also serves an important role: finisher for Bilge, counterplay to protection (Spellshield*/Barriers/Deny), payoff for Plunder activators
Just wanted to air this out for visibility, since I I think a Riptide Rex nerf is a bit of a cop out to some of Bilge's other strengths that need adjustments.
We want to attempt slight nerfs this strength prior to Seasonal Tournaments (~patch 1.14)
We want to foster diverse metagames, but need to do so delicately. Live changes have many constraints that are often invisible:
(Meta Health, Over or Under nerfing, Future Cards/Mechanics/Champs, Champ PR/WR, VFX, Text Localization, Region Fit, Deck Diversity, Card Roles, +etc)

There was nothing delicate about the Lee Sin buff.
I want to see changes to Make it Rain, Warning Shot, and Jagged Butcher for starters.
The penultimate patch was so perfect, the last one was horrible, big hope for the next one
To a degree, I sort of agree with that. He's not necessarily a problem in and of himself.
But when I get hit with the third Riptide Rex in a single game, that's when it Feels Bad, Man.
(That, and those Bilge guys who beat me up with MY cards.) 😜
