If you're referring to mobile, there is a drop-down menu from which you can reach the forums. It's the three white bars on the top-right.
I am referring to a PC ... the three bar on the top right are there but there is no forum link

What web browser are you using? Chrome? Firefox?
In Safari on mobile the Forum link in this drop down is too low. Trying to ‘scroll down’ instead presses another section like Cards or Decks
I make bad custom Hearthstone cards sometimes.
How are you seeing a mobile view on PC? Do you have small screen resolution or are you maybe in fact on tablet?
So ... which one of these situations looks like yours? Maybe also add some screenshots of what you (dont) see on your screen and specify your device and browser ur using so we can identify the problem, thanks.

I am not using a mobile view ... at least I think ... and there is no nav menu ...
I opened the site from a PC and try to find a link to the forum ...
I opened with Firefox

I've tried opening the site in Firefox but I just get the regular homepage, which includes a link to the forums.

You must be using some sort of Mobile or "semi Mobile" view as sinti mentioned, because this is the view I have always had when accessing on PC.
But I also use Chrome, not Firefox.
Quick! Someone give me something clever to write here.
If your browser window is small it will load the mobile layout even on PC. It is responsively designed. At the top does it have a bar that says Out of Cards with a hamburger menu icon (3 lines) in the top right? If so that is the mobile layout and the links are located there.
If this is not the case, you may have an ad blocker or other add on configured incorrectly that could be blocking some elements. Try disabling any browser add ons and see what happens.

I just want to make sure this is highlighted. Screenshots are incredibly vital here, and in most bug reports where functionality is not working as intended. If we can get some screenshots, we'll be able to help

I view the same thing as the OP , only seeing the 3 white bar on a PC ... BUT it is because i was zoom in a lot (i am an old man with need of glasses !! :-P) so when i zoomed out i saw the regular menu.

Seeing the white bars on PC will happen if you are zoomed in or have your display resolution set low.
You should have access to the forums though via the dropdown "hamburger" menu even on desktop. I'm able to see it and use it just fine here, though it sounds like something might be going wonky for some so I'd love to get to the bottom of it.
If you aren't able to get to the forums from the "hamburger" menu, are you able to show us what you see via a screenshot? Can be uploaded to a site like https://imgur.com

well ... I understood what happens
with a large view of the screen, that I usuallu use the top bar disappear - reducing the size of the fonts it appear (CTRL -) - tks
