Honestly, Annie seems pretty bad.

As a 1 mana drop she's great, 2 mana drop she's good, 3 plus, she's damn near worthless. Unlike Zoe who worked, because she had elusive. Annie doesn't. She has 2 attack that can't be buffed. Annie also has a really bad level up unlike Zoe. She summons a 6 mana 5/5 in hand. Wow, great, thanks. So Annie levels and gets 1/1 and that's it. She does nothing. She gives you an under stated card that you probably won't play because its under stated. Why doesn't she just summon him on board? Then he would be good. In hand he can be worthless in some games. There are going to be games you just can't play him, because he costs to much and doesn't do enough.

Maybe you're right for most decks, but I don't agree if you think burn aggro isn't going to run her. In my eyes she's a 1 mana 2/2 quick attack that can't block and gives a skill trigger which synergizes with her package. All this means is that she's going to be strong at least in her own deck but won't be elsewhere. Annie's level up is also much easier to trigger than Zoe and that is why it's weaker. Tibbers isn't a strong card by its own but it gets generated for free and it's a stun with a big body. Yes, it's 6 mana but if you're running burn aggro, you will most likely be running out of cards and if you get Tibbers off you most likely won't be able to play him before turn 6. Her champ spell is also pretty strong and for a lot of champions it matters a lot.
All in all, I think she's going to be like Irelia. Kinda meh in most decks but incredible annoying to deal with in Azirelia.

With 2 health Annie is very resilient for a 1 drop she also force you to either sacrifice a blocker or take damage which is an aggro wet dream once level she even harder to kill and deal more damage, Tibbers is just a cherry on top. Most ( competitive ) decks that are using Annie aren't planning for the game to go past turn 6 anyway. I am also seeing some unfavorable comparison to Zoe. Zoe was great champion, before Bandle Pokey Stick and the buffed Quicksand has pretty much kicked Zoe outside of the realm of viability.
This isnt to do with Annie, but they nerfed demolisionst to a 2/2 and crackshot to a 1/1.
Preemptive concern that Annie would break burn aggro and already compensated on behalf of the developers. So good on them.
