Looking for SERIOUSLY cheap budget decks.

I got my 9 year old daughter into Hearthstone, and she really enjoys it. She gets more out of opening packs and building decks than actually playing, but she has fun. She plays pretty rarely, so I don't want to put real money into her account. I build her decks with her and help her play, and we can barely win any games, even at Rank 21. I'm wondering if anyone can suggest a viable deck for someone with a very limited collection. We're not aiming for legend here, just to be able win enough games for quest completion and having some fun. She has SN1P-SN4P and Vargoth, obviously, plus Zilliax, Kalecgos, Dr. Boom, Velen, Brightwing, and the new Shaman and Rogue quests. Not too many quality epics, etc.

Quest shaman seems like a decent choice. It runs no epics and is all commons and rares. Other than shudderwock but you could always craft that if she really likes the deck. Hagatha isn't even core. Deck seems like it would be fun for a kid to play and you can put Brightwing in there for synergy and RNG fun and she can play some legendary she might otherwise not. I'm not sure if playing with lackeys double battlecry stuff would be too hard or not.
Quest rogue is a decent option too. Mostly commons and rares, no epics. Legendaries are Leeroy, Edwin, and Zilliax but you can just replace Edwin and Leeroy. You get to have RNG fun and it's pretty simple to play.
You should be able to just look at HSreplay and go by winrate and the ones at the top are fairly cheap and you can cut corners where you think its appropriate.
Boom, Velen, and Kalecgos all seem like they'd be in fairly expensive decks.
I hope hearthstone is still a thing when my kid's old enough to play, would be super cool to get him to play. Good luck.
I have no list at hand, but I would suggest you to build cheap decks around the Quests you own, since they are good enough. Their requirement can generally be fulfilled with efficient commons and rares. And they are fun (completing a quest could be a decent trade-off for losing a game).
Alternatively, you could build cheap mech decks (eg Hunter, Paladin), Zoolock (with lackeys and the new self-damage cards), Token Druid. Murloc Shaman too, but only if you have both Murloc Warleaders.
All these decks can variably benefit from your SN1P-SN4P, and maybe Zilliax too.
If you do not have enough cards for any of the suggested archetypes, you can always build a partial deck with what you have, and then see what the auto-complete function does: sometimes it's good enough to play it.
As far as I know you can complete daily quests vs the innkeeper, that might be a way to grow her collection without losing a ton of games.
Assuming you mean the Dr. Boom hero rather than the minion, you could probably make Control Warrior deck by just throwing all mechs and removal you have together. Use Plague of Wrath instead of Brawl, double Execute, double Omega Assembly etc. I don't know how exciting it would be to play though.
Token Druid is pretty cheap and has the potential to high-roll, so it will get some wins. For example this deck contains no epics and legendaries except SN1P-SN4P.
In any kind deck where you have cheap high-health minions like Upgradeable Framebot or Rabble Bouncer or (pseudo) eggs like Mechano-Egg or Mechanical Whelp, you can add Faceless Rager to get extra tempo. It is a situational card and therefore not very popular, but when you find yourself in the right situation it can really swing games.
We did a series for uldum essentials and have a decent list of starter decks that cost around 1600 dust. You can find it in the deck menu or use this link.

The only quest which can be completed against the innkeeper is the win 7 games one.
A good numer of decks need some epics but are otherwise cheap so rare and epic are often more important then legend. Many competative decks i made have only 1-2 legends but 4-8 epic. I made a paladin one with no legend that´s realy good using 4 epics and 10 rare. Both quests are a good starting points.
Hey, Pezman. I'm not sure if you and your daughter are playing Wild but check my "Out of Budget" series within my profile. Here are the examples...
In "Out of Budget" series, all decks I made consists of only Free/Common/Rare cards. Thus, these decks will cost 3000 at most. On average, the decks I made so far cost 2000 dust. So, give them a try if both of you want and I wish both of you a good day.
The Shaman quest is probably your best card to work around, as there are a lot of cheap and powerful battlecry minions (especially Lackey's) that work very well with the quest.

Albeit, they're from 2014, so you have to disregard Wild and HoF cards (unless she wants to play Wild), but the class concepts stay relatively the same. So combined with the latest expansions and guides on OoC and in this thread, you should be able to put together a deck that can win games.
Also, once you start winning and gaining gold from quests you can save that for Arena runs and have fun putting together decks/runs there. It also broadens the amount of cards you can play with as you will be able to play with cards not in your collection and/or Wild only cards.

I have this Ultra Budget Rogue Deck for you OP. I'm always looking for different ways to build a deck, restricting myself to a single Legendary, only a single Epic etc etc.
This deck performs OK and can be good fun depending on the steals you get.

Hmm, I thought that used to work for other types of quests as well, but I can't find any mention of it online, so it may be a figment of my imagination.
Whizbang is a great way to get practice with a wide variety of decent decks. Fun, inexpensive way to have "all" the decks. Definitely worth crafting

Great card to get to play with cards you don't have, but if she enjoys the "deckbuilding" aspect of the game, that won't do anything for her.
On my profile is a super cheap and really solid quest priest deck.
quest is the only legendary and it has one epic which could be swapped out
Crafted Whizbang and had a great game with the big warrior. Also threw together quest rogue. Had a couple good games, 1-1, but we're still short some cards. She liked the deck, so maybe we'll craft a second Blink Fox and some other stuff.
