She is basically a 7 mana Miss Fortune. They both do the same thing. They hit everything for 1 damage on attack and both have an extra life. Anivia has her egg and Miss Fortune doesn't need to attack to set off her ability. So its the same thing. Then at level up Anivia only does 2 to everything when Miss Fortune does 3.

Anivia is really hard to remove though, and Anivia is much easier to level up as well also different regions.. bildgewater has a lot of 1 damage pings, freljord doesn't.
Also they are NOT the same effect Anivia hits the back line as well as the front line which is VERY relevant.
That being said Anivia is currently seeing no play so I don't think buffing her is such a big mistake (maybe a +1/+1 won't break her and push her to playability?) you don't want anivia to cost less than 6 cause then you can Chronicler of Ruin her on the same turn you play her and mostly it's gg when that happens..
I think the main reason you don't see much of warmother control is Unyielding Spirit that card can't really be dealt with on that deck, if you are not in Ionia or have a big Atrocity target you can't really play big ramp decks.
so how would you buff her?
I would prefer not to buff Anivia as a new card might bring her into the spotlight. However since we are living in this world of buffing and nerfing crds. I would be in favor of bringing her mana cost down to 6 if you lowered her health to 3. 4 health upon level up. Even then this might overbuff the crap out of her.
I will point out one little thing MF has over Anivia.
MF isn't required to attack to get her effect. Anivia must attack to get her effect.
Enlightened decks are a meme but they aren't the worst thing in the world, here's a list for you.

It's not really fair to compare MF to Anivia. MF is a tempo / early game champ like Elise, Draven, Teemo, Lucian, or Zed: they are easy to play on curve, moderately difficult to level up, relatively easy for your opponent to remove, and if you do manage to successfully level them up they inflict significant-borderline-game-winning punishment.
Anivia is a late-game champ intended for control decks like Warmother's Call or to combo with cards like Dawn and Dusk or Chronicler of Ruin. The problem is that these decks just aren't competitive at the moment. It would be an interesting discussion to debate whether this is because Frejlord just doesn't have viable tools to make any late-game decks outside of Sejuani, because other late-game decks (Unyielding Spirit + anything, Deep, Karma + anything, Corina, etc) are so much stronger, or because the current meta is so fast that playing decks that depend on reaching enlightenment feels extremely unsatisfying right now. However the key takeaway is that Anivia's unpopularity isn't due to her personal stats so much as it is the rest of the card collection.
The comparison between Miss Fortune and Anivia is absurd on its face. The two are designed to fit into radically different styles of play, with the former focused on frequent attacks and the latter focused on winning with inevitability in the late game.
You can certainly debate whether or not Anivia is good enough, but it's clear that in a match-up where your opponent can't deal with Eggnivia, or where you've managed to generate multiple Anivia's on board, you become nearly unbeatable. This is because Anivia's nearly indestructible status makes it easy to attack and defend every turn without additional resources.
I agree with DoubleSummon on this - maybe a +1|+1 buff here would be fine, but her real problem is the archetype she's design to fit into - the Freljord Ramp deck - is really bad. The ramp tools that exist are way too inefficient to make the deck get consistently ahead on mana, and its major win conditions (e.g. generating many Anivias or playing Warmother's Call and snowballing the board) are hard to pull off.
Maybe Anivia should have something like “Play: Frostbite an enemy”? That way she would be better on her first use, which seems to be the problem with her. Also, it would fit with her Ice theme and make her a contender for a control Ashe deck.

I like this line of buffing actually it adds another element to the card rather than straight stat buffing.
Maybe try to implement her wall (her W ability in league) though.. since it's more of a trademark ability of her (but dunno how you would do that..)
in League she does have a stun spell (Q) so having CC when played (as in her casting her Q to frostbite something) is fitting and it's like the katarina buff.
