Also, what about Unstable Evolution? It doesn't technically have Echo, and I believe they've stated that "Repeatable this turn" is actually coded slightly differently than Echo. It really shouldn't be able to cost 0 with a Radiant Elemental or Sorcerer's Apprentice.
Finally, while I truly don't care about the dust, that's a very select group of cards to offer a refund on. Was Mistwraith ever used in an infinite damage combo? What about Preparation and Echoed copies of Pick Pocket? I'm not going to make threats because Blizzard won't grant me a full refund for my 2x non-golden Walnut Sprites, but a little more thought and explanation of the change would be appreciated.

that said, I think your first proposition is still a bit flawed? What about cards like Frizz Kindleroost or Sorcerer's Apprentice? 0-mana discounting isn't an inherently flawed mechanic, it just becomes that when you have an infinite source to discount and the only currently existing ones are Echo cards and Archmage Antonidas who (in my opinion) should have been changed to not proc off his own Fireballs a long time ago (make it like a [Hearthstone Card (Trade Prince Gallywyx) Not Found] situation so Mage can get better cost discounting mechanics without the threat of an Exodia looming over it)
Slapping zilliax on this is going to be a wild ride since the life steal will trigger pirate warrior is going to be fun and annoying I played it back in MSOG so It'll be neat to see some new support for it combos with the weapon too
All the breath cards seem great but this is one of the more defensive ones it seems since you can shield slam and this for only 6 mana I see it being sloted into control galakrand but also its just good in general

While this card is very powerful, it could also help some big weapons that don't get used a lot see some play like Gladiator's Longbow.
