It could be used in a heavy deck like Big Paladin, but it would screw up both Duel! and Blatant Decoy, so I don't think the pros are higher than the cons, which is a shame.

I don't honestly think Dragon decks are going to run that many dragons in the first place, even discounting memey 29 Dragons and one Frizz Kindleroost decks. Maybe Dragon decks aren't even really a thing, and they're more like Galakrond decks that HAPPEN to run Dragons, because the Invoke cards just so happen to be Dragons.
Most dragons are going to be big. So you need to draw this, and then you need to draw a big Dragon soon enough for the -2 cost to actually matter (and shaving 2 cost off an Alex if you draw her past turn 10 really isn't that big of a deal, for instance) and if you don't get your payoff, you're running a 4 mana 5/4, which really isn't something you want to run in a deck that wants to play a lot of big dragons...
The dream where you draw and play this on curve and nuke everything on Tempo is certainly fun, but it's just that, a dream... I just can't see any world where this whole gameplan actually works out. People will try it for sure, but mark my words, I think it's going to fall out of favor VERY quickly in Dragon decks, if Dragon decks are even a thing.
I still think I'd place pretty good money on there just being Galakrond decks that just happen to run dragons that end up being viable. I've been around the block long enough to know how this works.

My take: it's bad. It's a dead draw on the turn you draw it, and it stands a good chance of being effectively dead (by being vanilla 5/5 or worse) on each subsequent turn. There is a chance it becomes something good on any given turn, but not only do you have to get that roll to pass, you also need to be in a position on that same turn to spend 5 mana on it. And at the end of the day, the only reliable thing you're getting from this card, if you're getting anything reliably at all, is value - you can't rely on it shifting to a good legendary for tempo (like Tirion, since in this case it'd be a 5/5 Tirion earlier than you'd usually play him), you can't rely on it shifting for board clear (because what is even left at this point). Value is the second most likely outcome after vanilla*, and if you want value, there are plenty of other cards that provide it reliably.
*Note - didn't actually go through the legendary list and check this, probably should really. Will make a note to do it later.
Ouch... you would think one wrong name would lead to 3 downvotes haha. But yeah, if the card is as strong as we predict it is, and control is able to push out aggro decks, people can CUT the Sandstorm Elementals to run it and tutor it so we can deal with control decks. Did you think of that?

You're never going to drop the best anti-aggro card in the deck to add more cards that have a major risk of drawing dead. I really don't see what deck wants Tentacled Menace. The vanilla statline helps it a bit, but the effect is really weird. I guess in a "Big" deck like Big Paladin you could use this to try and swap costs, but it's typically the case that "Big" archetypes still have to include lots of cheap removal tools cards, and Tentacled Menace really wants your mana curve to be bad/unplayable to make this work consistently.
Maybe Big Warrior can get value out of this, because where other classes have cheap ways to get big stuff out (Paladin has Duel!, Druid has ramp, etc.) Warrior's "Big" payoffs are expensive (e.g. Dimensional Ripper, The Boom Reaver, and The Boomship).
The comparison to Doomsayer is certainly apt - Depth Charge is a nice AOE that goes off on the start of your turn, and kills your opponents minions assuming this comes down early in the game. Clearly this is a great neutral anti-aggro tool.
The tough thing about this is that it's way worse than Doomsayer in the mid to late game, when your opponent may have big enough minions to survive this. I think whether or not it sees play over (or in addition to) Doomsayer is going to be determined entirely by how aggressive the metagame is.

If the card drawn by the opponent is high cost as well then you more or less break even. This becomes more consistent against aggro decks because those decks only run cheap cards. You get a huge discount and one of their cards become too expensive for them at the same time. Highlander Mage could make good use of this and big decks could also benefit from it.
I'll try one in my wild Shudderwock deck to take advantage of faster decks, and potentially disrupt combo decks. However, I don't see this as a strong turn 5 play against aggro.
The main thing is that Doomsayer is more useful later on, when you play him after a boardclear to set up an empty board for the next turn. This however only deals 5 damage, which some decks can still play into.

It does have some use in Mage though, as an extra Doomsayer for a Freeze combo.
