Not sure if this is good. It's definitely not as good as the warlock and rogue lackey generators in a tempo battle, but if it sticks for more than a turn that is some pretty strong value.
It's a bad tempo card because you don't get a lackey when you play it and it's a 0/2. 0/2 is really bad with backstab/SI being in every rogue deck.
Maybe in a slower shaman deck or just a slower meta in general it has the potential to be powerful.

I remember win streaking from R8 to R5 in the Rastakhan's Rumblemeta with quest Hunter, so it wasn't THAT bad.

And this is the Year of the Dragon's board control spell for Priest. Every rotation Team 5 need to print one because the only tool in the Basic set is Holy Nova (that is crap) and Priest always need a tool like that.
The card seems pretty fair for its cost, that puts it as a late game control tool against big board with deathrattle and the new reborn keyword. For Standard it will probably see some play (if Priest will see some play, at last) but on Wild I agree with Kovachut: there are far better tool with a cheaper mana cost.

Now in all seriousness: right now Lackeys are amazing, since there are only 5 of them. However, Blizz did say at the RoS expansion that new Lackeys would show up on every expansion this year, IIRC. Which means that, even if they are all of similar power level to the ones we have right now, the added numbers will make the Lackeys less consistent and, therefore, a bit less good.
As far as this specific card is concerned, it's still a 2 mana 0/2, which means it will add you 1 Lackey and then die for 2 mana. We already have EVIL Cable Rat for that, with the added bonus that he might ping something before dying. So, this card is only better if it sticks for 2 turns. That is not easy. Add the fact that Shaman's have Sludge Slurper overloading their T2 sometimes makes this card even less consistent. So, the power is there; it's just very hard to capitalize on it.
But more token generators is always a good thing for a deck that wants to generate tokens. It isn't that this is better than Slurper or Cable Rat, but it's excellent when played with those two.
So if priests can live long enough in standard this is obviously a great control tool. Will help bundles with Conjuring Mages and an army of magnitized mechs. Also really screws over the rez pool for paladins with Endless Army. Been wanting a silence/destroy effect on a card for a while. An entire board clear is even better.

In wild however priests are better off casting cheaper spells like Lightbomb or Psychic Scream (which can also shuffle worthless trash in the opponent's deck and ruin their next draws). Plague of Death doesn't let you do much on the same turn, so I think this shouldn't be ignored. Not to mention, deathrattle is part of priest's identity and you can hinder your own gameplan. It is balanced and fair imho, so I want to appreciate this aspect.
I half-understand changing the oversexualized female characters (although I don't think anyone was offended by this), but removing the blood is a bit strange.
Why should we have to abide under the rules of China? I refuse to bow to them as Hearthstone overlords, lol. I guess it would be hard to manage two sets or art for different countries, but I'm sure it could be done. At least we'll have records of the art in books and sites like this.

[edit] Shaman has some totem synergies like Thing from Below and Draenei Totemcarver, but I don't find this that attractive as Flametongue Totem, when it used to cost 2 mana.
