Nah I don't think they're the same, Cariel and Tamsin both have the white streak in their hair. Judging by how Cariel is alive and has it I imagine that Tamsin had it whilst alive as well.

I think it's random actually. I haven't preordered an expansion in a couple years and got offered the 35$ one. You can also get offered two separate ones on phone and computer.
It should've been hit two targets since the beginning, A [card]Cleave[/card] with the potential to be much stronger, provided you put in the attack buffs.
I think that most people don't want to see these explanations and that those people believe it clutters the patch notes. Personally I like these but also see the advantage in haven't clean and uncluttered patch notes.
