For the first time ever, as far as I can remember, I managed to get a Legendary from the first pack of the expansion (Hagatha the Fabled). The next one naturally went very close to pity timer (King Plush). After that I lost count as I just tried to get a full set of Rares, so maybe 20-25 packs later I got Sonya Waterdancer, and that's that so far outside the Rewards Track legendaries and some crafts.
I'm not sure which one you mean, but if it's the "Christmas 2019" then it definitely was an exclusive one. That doesn't mean we won't ever do a "Christmas 202X" at some point but it seems we haven't done those lately.
"Just as a fair warning, the Vayne (and Gwen) "buffs" are more like "adjustments." Fixing some edge case situations that do technically improve the card, but aren't huge. The Laurent Chevalier buff is the real deal, though!"
So don't be too scared, it shouldn't be much of anything I guess.
It would seem the current Runestone prices are cheaper than the preceding real money prices, so they might temporarily be available with a stealthy discount.

I think they'll give you one for every rank, I've just been slow to rank up this season.

It should be, none of the requirements seem time-limited. Note the plural there ;)

As far as I know, both are part of "Set 6" in the data. It's a bit weird, but so would be Worldwalker as just a standalone set.
