The only issue is (probably same as you) that you don't have enough spare dust to craft all missing legendaries. I guess that's just how it is :-/

Pro tip: Save all your gold between expansions. I always get around 85 packs of a new expansion like this for free :-)

Me too! I never scrap them for dust and my friend thinks I am insane because I miss out on that precious precious dust, but I think they are worth it.
