Replying to above I think Millhouse is too strong, Hogger is great, and Hakkar is probably too weak especially against control decks where you can never play it but may be good against aggro with a plague of flames combo.

You can use it on your own minions for extra damage or for some combo, or on your enemy minions if necessary as removal.

That’s true, [card]Twin Emperor Vek’lor[/card] is a C’thun card but it’s weak in wild, and you can replace [card]Bandersmosh[/card] for removal or card draw. It’s mostly there for fun and to have the ability to highroll tempo against unfavored matchups.
My main question is how to balance this properly.
