You got the "huge male underwater" hint right, just missed him, give another try. :) By now, you may guessed his region, and his art on the card might be deceptive about "water related".
So far, I saw him in Demacian or Shuriman Midrange, and Freljordian Control decks. He is flexible, yes, a mid-to-lategame threat. But currently, personally, I don't find him dangerous. Just don't let him "live" too long, and you are good to go.
I'll also try the Withering Mist in Gangplank-Thresh Keg. Even though, it'll most likely remain offmeta. There are already better architypes for both the champions, and the region duo.

For now, in short, yes, and like many mechanics, this can easly become unbearable in the long run.
I think you all can confirm that from MTG, as I can from Hearthstone.

I hope Lab of Legends just going to be an independent gamemode, or atleast it will return in time.
