Unless you want to make decks only by yourself try looking up other people's decks (and meta). You will then see what cards are good in decks with similar game plan - in this case aggro noxus / p&z.

I disagree, most 7-9 mana cards are very strong, with almost game winning abilities.

If we are talking about aggro Noxus - then imo there is no problem. If we kill that deck there will be no aggro at all.

Very stron champion and it's easy to level up. There might be plenty of expensive minions ([runecard]The Tuskraider[/runecard]), which makes dragon's rage stronger.
